Provincial Nominee Programs (PNPs)
Each Canadian province and territory (except Quebec and Nunavut) operates its own PNP, selecting skilled immigrants based on local labor market needs. PNPs have two categories:
- Base PNPs: Apply directly to the province without Express Entry.
- Enhanced PNPs: Aligned with Express Entry; offer 600 additional CRS points upon nomination.

Managed independently by the Quebec government, this program targets skilled workers who wish to settle in Quebec. Applicants must first obtain a Quebec Selection Certificate (CSQ) before applying for permanent residence through IRCC.
Atlantic Immigration Program (AIP)
For skilled workers and international graduates who wish to settle in the Atlantic provinces: Nova Scotia, New Brunswick, Newfoundland & Labrador, and Prince Edward Island. Requires a valid job offer from a designated Atlantic employer.
Rural and Northern Immigration Pilot (RNIP)
Aimed at bringing skilled workers to smaller communities across Canada, this program requires a community endorsement and a valid job offer from an employer in one of the participating rural towns or cities.
Agri-Food Immigration Pilot
Specifically designed for workers in agriculture and meat processing industries. Candidates must have Canadian work experience in eligible occupations and meet job offer and language criteria.
Home Child Care Provider & Home Support Worker Pilots
For skilled caregivers with either job offers or Canadian experience, allowing them to apply for permanent residency and bring their families along.
GENERAL ELIGIBILITY CRITERIA
While specific requirements vary by program, most skilled immigration pathways require:
- Work experience in a skilled occupation (NOC TEER 0, 1, 2, or 3)
- Language proficiency in English or French (CLB 5–7 depending on the program)
- Educational credentials assessed through ECA (Educational Credential Assessment)
- Proof of settlement funds, unless exempt
- Medical and security clearance
- Intent to reside in a specific province or region (where applicable)

- Apply for Permanent Residence: Submit full PR application online through IRCC.
- Get Approved & Land in Canada: Receive Confirmation of PR and complete landing procedures.
